Abstract
This proposal submits Concordia, an open-source reference implementation for privacy-preserving multi-party allocation and decision workflows on Canton. It delivers a reusable core for submission, aggregation, settlement, and expiry handling, plus governance and auction modules with reference applications and documentation for reuse and extension.
