- Updates proposal status to Approved (merged via #223 on 2026-05-06) - Revises Milestone 1 to defer activation of the operational/governance vote split - Phase 1 now commits to configurable Daml template infrastructure and CIP documentation, with status-quo voting behavior preserved until a follow-on CIP reassigns vote types
