Abstract
This proposal is the second of a two-proposal sequence covering CIP-0105 Phase 2 and CIP-0116 on-chain enforcement. With the design and initial Daml model settled under the [Design Phase proposal](https://github.com/canton-foundation/canton-dev-fund/blob/main/proposals/2026-04-Obsidian-CIP-0105.md), this Implementation Phase proposal commits to implementation, Mainnet deployment, and post-Mainnet ownership against a known technical baseline.
