Abstract
This proposal introduces participant node primitives for user-paid traffic accounting on Canton Network, along with an open-source reference Traffic Enforcement App that wallets can use or extend. It gives wallet and validator operators a reusable way to attribute, enforce, and manage traffic at the user level without breaking composability and reducing integration friction.
