Abstract
We have not found a shared, open way for Zenith lending and vault protocols to manage collateral factors, caps and liquidation thresholds, so each would build its own. This proposal ships open-source risk-parameter primitives as public goods: an on-chain registry with governance and timelock, plus Solidity and DAML reference implementations, generalized from risk infrastructure proven in production on Compound. An off-chain simulator and a self-hostable dashboard are scoped last as optional tooling; nothing depends on a service run by Woof, and the Registry has no global admin key.
