Abstract
Cross-org KYC/credential and institutional package sharing today relies on one party's IAM as sole authorization truth — counterparties and supervisors cannot independently verify access rights or revocation. This proposal delivers an open Access Passport reference stack (Daml DAR, storage-agnostic off-ledger gateway, TypeScript integrator library, multiparty compliance logs, DevNet/TestNet deploy) so any Canton builder can reuse governed evidence packages without putting PII on-ledger. It responds to RFP #12.1, complements (does not fork) the draft Canton Network Credentials Standard (CIP #204), and gates ~50% of funding on verified external adoption (Veilio Exchange excluded).
