Abstract
Obsidian Systems and FTP combine their RFP 9 proposals, #917 and this PR, into one. Every Dev Fund milestone is checked by hand before it is paid. The bot runs when a team posts its delivery report, checks the committee's gates and the evidence, gives a sourced verdict on each acceptance criterion, and reviews the code, architecture and security of the work. It posts as an automated reviewer and the committee still decides. Of the 2,400,000 CC, 1,400,000 CC funds the build and up to 1,000,000 CC is paid only for reports that reviewers mark useful. Maintenance is a separate quarterly grant.
